Article 1
Purpose
The World Ophthalmology Congress (hereinafter called the "Congress" and from its inception in 1857, known as the International Congress of Ophthalmology) is convened periodically for the purpose of contributing to the progress of ophthalmology and to furnish the occasion for meetings and discussions to people interested in this science.
Article 2
Dates and Site
The dates and the site of the Congress are fixed by the International
Council of Ophthalmology (hereinafter called the "Council").
An invitation to hold a Congress in a country can only be considered if
it is sent by a society of ophthalmology affiliated to the International
Federation of Ophthalmological Societies (hereinafter called the "Federation"),
and its ability to conduct the Congress is demonstrated.
Article 3
Organizing Committee
The organization of the Congress is confided to a committee in the entity that hosts the Congress. This organizing committee will work together with the Council.
Article 4
President
The President of the Congress is designated by the Council upon the nomination of the entity that hosts the Congress.
Article 5
Regular Members
The following may be registered as regular members of the Congress:
- Doctors in medicine;
- Persons who have rendered service to ophthalmology and whom the national committee wishes to participate in the Congress. The Congress Organizers reserve the right to decline each request for individual registration without being obligated to justify its decision. All those, whose registration has been refused, may appeal to the Council.
Article 6
Associate Members
Relatives and friends of regular members may be registered as associate members of the Congress. They may not participate in the business meetings.
Article 7
Associate-Scientific Members
Persons may be registered as associate-scientific members whom the Congress Organizers consider appropriate.
Article 8
Registration
The amount of the registration fees is determined by the Council in agreement with the Congress Organizers.
There are at least three categories of registration fees:
- An ordinary registration fee for the regular members belonging to one of the societies affiliated to the Federation at the time of the Congress.
- An extraordinary registration fee for the regular members not belonging to one of the societies affiliated to the Federation at the time of the Congress.
- A reduced registration fee for the associate and the associate-scientific members.
Article 9
Scientific Management
The Congress Organizers are responsible for the scientific program and management of the Congress in consultation with the Council and Supranational organization if one is involved. This responsibility includes announcements prior to the Congress, determination of the scientific program, organization of special sessions, acceptance of communications, publication of abstracts or proceedings, arrangements for meetings of the Council and General Assembly, and all arrangements for scientific and general social activities pertaining to the Congress.
Article 10
Communications
Scientific communications must be original. All communications at the Congress, including the figures and illustrative material, are the property of the Congress Organizers. The text of communications published integrally in the proceedings of the Congress may not be published elsewhere without the express written approval of the national committee. If the Congress Organizers decide to publish only an abstract or restricted text of the communication, the author is authorized to publish the integral text elsewhere.
Article 11
Languages
Before each Congress, the Congress Organizers, in consultation with the Council, will choose the administrative languages to be used at the Congress. The sessions of the Congress are conducted in one of the administrative languages of the Congress and the reports are written in one of these languages. For the discussions, the choice of language is free. For publication only one of the administrative languages may be used.
Article 12
Publication and Summary
The Congress Organizers will decide about publication of the proceedings of the Congress. This may take the form of an integral publication or a summary publication of the communications and discussions. The national committee is responsible for compiling and distributing publications related to the Congress.
Article 13
Financial Management
The Congress Organizers are responsible for the financial management of the Congress and are responsible for any and all liability, legal action or a claim that may arise in relation to the Congress.
After the closure of the Congress and publication of materials related to the Congress, the Congress Organizers will present a certified financial report to the Council, which will preserve it in its archives.
If a positive balance remains in the hands of the national committee after payment of all the costs and the closure of accounts, this sum will be allocated in accordance with prior written agreement between the Council and the Congress Organizers or revert to the Council.
If a negative balance or deficit remains after payment of all the costs and the closure of accounts, legal actions and claims, the Congress Organizers are responsible for resolving this deficit.
Article 14
Awards
Awards presented with participation of the Council during the Congress are set forth in the "Regulations of the Awards".
Article 15
Amendments and Additions
Amendments and additions of these regulations shall be valid only if they have been accepted by the Council by a majority of two thirds (2/3). Such amendments and additions shall have been distributed to the Council at least two (2) months in advance of the meeting at which they are to be considered.
