             <title><![CDATA[Surgical Assessment Tool: ICO-OSCAR In English And Spanish]]></title>

<p>The ICO-Ophthalmology Surgical Competency Assessment Rubric (OSCAR) is a standardized, internationally-valid tool to teach and assess an ophthalmologist’s competence in performing cataract surgery. OSCAR will eventually cover additional surgical procedures.  Two ICO-OSCAR tools are available for download in English and Spanish.</p>

	The ICO-OSCAR is a behavioral and skill-based rubric for evaluators. &nbsp;This allows the evaluator to use the ICO-OSCAR to objectively assess the resident&rsquo;s competence in performing a specific procedure. &nbsp;It also gives the resident a tool to better gauge their own performance. &nbsp;</p>

<p>Aurosiksha, developed by Aravind, is an online educational program that offers training material to learners and trainers.  The material covers the theories, techniques and practical aspects of clinical and non-clinical management.</p>
]]><![CDATA[<p>Aurosiksha material is designed to be interactive. Assessment and discussion tools include a discussion forum, question and answer forum, blogs,  student-created blogs, exercises and quizes.&nbsp;&nbsp;</p>
<p>Aurosiksha was developed by the Lions Aravind Institute of Community Ophthalmology and the Aravind Eye Care System. Instructional and technical professionals created the curriculum with consultation and review from subject-matter experts.&nbsp; Experts included individuals from the International  Council of Ophthalmology.&nbsp;</p>

	Readers provide suggestions, corrections and translations to online content.&nbsp;</p>

	According to the Web site, the project is acknowledged and supported by the European Society of Ophthalmology (SOE).</p>

	<span id="news_detail">Published in March 2009, the International Core Curriculum For Ophthalmic Assistants focuses on five core competencies: Patient care; Medical knowledge; Professionalism, Interpersonal and Communication skills; Technical and Scientific skills; and Community and Health Services. </span></p>
<p>
	<span id="news_detail">The competencies are organized into three sections: Introduction to Ophthalmology, Basic Skills, and Advanced Skills. </span></p>
<p>

<p>Published in January 2011, the International Core Curriculum for Refractive Error focuses on providing training materials for eye care professionals, with the ultimate goal of eliminating or reducing uncorrected refractive error.

	The curriculum is designed to provide learners with content domains or categories and the appropriate performance objectives to perform their eye care job tasks.<br />
	<br />
	The knowledge, skills, and interpersonal behaviors required are focused on the following three core competencies:</p>

	<li>
		Community and health services</li>
	<li>
		Medical and refractive knowledge</li>
</ul>

<p>An article summarizing visual impairment and its causes in 2010, globally and by World Health Organization region.</p>
]]><![CDATA[<p>This article was created from a systematic review of published and unpublished surveys from 2000 to 2011.  For countries without visual impairment, estimates were based on newly developed imputation methods that took into account country economic status as proxy.</p>
<p>Surveys from 29 countries satisfied the inclusion criteria.&nbsp; Globally, the number of people of all ages visually impaired is estimated to be 285 million, of whom 39 miillion are blind.</p>

<p>This PowerPoint outlines a&nbsp; global strategic plan, <em>2020 INSight</em>,  to eliminate blinding trachoma by the year 2020.&nbsp; The presentation describes the impact of trachoma and then lays out <em>2020 INSight's </em>actions and milestones from the years 2011 to 2020.</p>

<p>1.&nbsp; Where are we?&nbsp;</p>
<p style="margin-left: 40px;">This section reviews the current state of trachoma prevalence and elimination efforts, including the World Health Organization-endorsed SAFE (Surgery, Antibiotics, Facial cleanliness and Environmental change) strategy.</p>
<p>2.&nbsp; Where do we want to go?&nbsp;</p>
<p style="margin-left: 40px;">Provides an overview of the interventions needed to eliminate trachoma.&nbsp; Specifically, it recommends scaling up the interventions outlined in the SAFE&nbsp;strategy. &nbsp;</p>
<p>3.&nbsp; How do we get there?&nbsp;</p>
<p style="margin-left: 40px;">Highlights milestones for progress to eliminating blinding trachoma by 2020.&nbsp; This includes a timeline map of milestones. While the plan stops at 2020, it includes strategies for sustained trachoma monitoring and control after 2020.</p>
<p>4.&nbsp; What is the cost of eliminating trachoma?&nbsp;</p>
<p style="margin-left: 40px;">Reviews the costs associated with this strategic plan.</p>

<p>Analyzes the economic impact of primary open angle glaucoma (POAG).  In support of this, the report provides a dynamic model of POAG in Australia that encompassed prevalence, incidence, risk factors, health and indirect financial costs, treatment options and measures of well being.</p>
]]><![CDATA[<p>Access Economics Pty Limited was commissioned by the Center for Eye Research Australia to document the model and report on the impacts over the period 2005-2025 of:</p>
<p style="margin-left: 40px; ">&lt; better detection of POAG;<br />
&lt; a change in treatment protocol; and <br />
&lt; a potential new therapy to delay disease progression.</p>
<p>A similar model was previously developed to examine the impact of a number of new treatments modes on age-related macular degeneration: a quit smoking program; new research that delays progression; and a new therapy that enhances treatment efficacy (CERA 2006).</p>
<p>The model has the capacity to be adapted to incorporate other sources of visual impairment in the future, such as diabetic retinopathy, cataract, and refractive error.</p>
<p>This project follows on from earlier reports</p>
<ul>
    <li>&nbsp;Clear Insight: The Economic Impact and Cost of Vision Loss in Australia (CERA 2004);</li>
    <li>Investing in Sight: Strategic Interventions to Prevent Vision Loss in Australia (CERA 2005); and</li>
    <li>Centrally Focused: The Impact of Age-related Macular Degeneration, A Dynamic Economic Model (CERA 2006).</li>

<p>Due to the technical nature of the modelling, this report assumes familiarity with the terminology used in these previous reports.</p>
<p>This report is structured as follows:</p>
<ul>
    <li>Description of POAG;</li>
    <li>Epidemiology of the disease (including remission, mortality, progression of the disease when untreated and incidence and prevalence);</li>
    <li>Treatment of the disease (including a description of the conventional treatment steps, their side effects and efficacy);</li>
    <li>The costs of the disease (including its impact on quality of life, the health system costs, productivity costs and other indirect costs);</li>
    <li>Description of the Model, its structure and user interface; and</li>
    <li>Discussion of the scenarios that the model can be used to analyse.</li>

<p>The London School Master of Science (MSc) Degree Program on Public Health for Eye Care aims to provide eye health professionals with the public health knowledge and skills required to reduce blindness and visual disability in their population.

	The application deadline is March 1, but applicants are encouraged to apply as early as possible, starting in September.</p>
<p>
	In keeping with the objectives of Vision 2020: The Right to Sight, the program enables students to develop a public health oriented approach to eye care services and the control of blindness.&nbsp; It also allows them to acquire and apply skills in epidemiological/operational research and critically analyze strategies to control major blinding eye diseases.&nbsp; Moreover, it offers tools in program planning, management and evaluation. &nbsp;</p>

<p>This Lancet Journal article from November 2010 reports on the work of the Lancet Commission.  The article highlights perceived inequities in health within and between countries and a failure to equitably share health care advances.</p>
]]><![CDATA[<p>The authors believe that professional education has not kept pace with these challenges, largely because of fragmented, outdated, and static curricula that produce ill-equipped graduates.</p>
<p>The Lancet Commission adopted a global outlook, a multiprofessional perspective, and a systems approach.&nbsp; Its framework considers the connections between education and health systems.</p>
<p>The Commission, consisting of 20 professional and academic leaders from  diverse countries, developed a shared vision and a common strategy for  postsecondary education reform in medicine, nursing, and public health.  The aim of the Commission is to improve education and more equitably  share health-care advances around the world.</p>
<p>The Lancet publishes a weekly journal and three monthly specialty journals in the fields of oncology, neurology, and infectious diseases. All Lancet specialty journals are available as hardcopies and as online downloads.</p>

<p>The American Academy of Ophthalmology (AAO) developed a white paper from the 2010 World Ophthalmology Leaders Forum in Education (WOLFE).  Presentations from the Forum are also available.</p>
]]><![CDATA[<p>To discuss how to improve the standard of care worldwide, amidst all of the cultural, technological and political barriers, ophthalmic educators representing 18 countries gathered at the 2010 American Academy of Ophthalmology&rsquo;s (AAO) Joint Meeting with the Middle East Africa Council of Ophthalmology on October 17, for the World Ophthalmology Leaders Forum in Education (WOLFE).  </p>
<p>Now in its sixth year, WOLFE is organized by the AAO and brings together global leaders to discuss trends in ophthalmic education and resident training. WOLFE provides educators with the opportunity to hold an open dialogue and exchange knowledge, information and expertise in a stimulating and supportive environment. Its broad goal is to improve ophthalmic education worldwide through the collective wisdom of practicing educators. </p>

<p>Un-operated cataract remains the leading cause of avoidable blindness in poor and emerging countries.  This Statement summarizes the problem, suggests ways to address it, and the potential roles of ophthalmology and the ICO.</p>

<p>As ophthalmology is uniquely charged with responsibility for cataract surgery, ophthalmology has a unique responsibility for recognizing the magnitude and extent of the problem and for proposing effective, practical approaches to solving it.</p>

<p>There are numerous reasons why patients who are blind and visually impaired from un-operated cataract do not receive the surgical services they need. Simply stated however, there are not enough ophthalmic surgeons doing enough high quality cataract surgery in an accessible locale to meet patient needs.

<p>This is an overview of the Royal College of Ophthalmologists' (RCO) program.

]]><![CDATA[<p>The CPD program of the Royal College of Ophthalmologists started in 1996. With clinical governance, annual appraisal and revalidation becoming essential ingredients of clinical practice, participation in CPD is no longer optional. It has been the case for some time that registration for CPD is necessary to hold any College post, including that of examiner. This &quot;sanction&quot; is likely to be extended such that, not only registration but accrual of the stipulated number of points will become a prerequisite to holding College posts. In the fullness of time, responsibility for training junior doctors will also be determined by full participation in CPD.  </p>
<p>The College has taken on board the views of their membership and the lessons learned from their first eight years experience with CME/CPD, and implemented a major revision of the CPD program.</p>]]></description>
